Krista Amos has served the City of Mankato and its residents since 1991. Amos directs the Human Resources function for the City of Mankato and Blue Earth County, and acts as the Executive Director for the Minnesota Valley Council of Governments. Amos develops and administers personnel policies; manages recruitment, application, and selection efforts; administers the official pay and benefits plans; oversees the payroll function; maintains the classification system; coordinates the City's performance management system; and monitors conformity to applicable state and federal laws.
Prior to joining the City of Mankato, Amos worked for the City of St. Peter. She earned her bachelor’s degree in political science from Gustavus Adolphus College and her master’s in public administration from Minnesota State University, Mankato.

Provides local government administration, finance, community development, and human resources, including safety, human rights, zoning, comprehensive planning, data practices and the open meeting law to Minnesota Valley Council of Governments member juridictions. Elvebak has a bachelor's degree in political science and is completing her master's in public administration.

Provides human resources functions for the City of Mankato and Blue Earth County. This includes recruitment, labor relations, policy development, conflict management, performance issues and compliance with employment laws.
Ulman has a master's degree in administration with an emphasis in human resources and a bachelor's in behavioral science and law. She is certified as a professional in human resources from the Human Resource Certification Institute and as a labor relations professional from the National Public Employer Labor Relations Association.
