Paul Vogel has served the City of Mankato and its residents since 1992. Vogel works with Community Development staff and other city team members to meet and plan for Mankato’s community and economic development needs.
Prior to joining the City of Mankato, Vogel worked with the Water Resources Center at Minnesota State University, Mankato. He began his career at the City of Mankato as an intern in 1992 and served as the City's Zoning Administrator, Associate Planner, and Planning Administrator before being appointed to his current position. He earned his bachelor's degree in geography earth and science geology and his master's in geography, with an emphasis in urban geography, from Minnesota State University, Mankato. Vogel is a member of the Minnesota Chapter of the American Planning Association.

Building and Rental Inspections
Inspections are done to ensure that existing buildings and new constructing are aligned with the Uniform Building Code and other regulations. Prior to building, Mankato homeowners are required to obtain a building permit. Permits are available on the second floor of the Intergovernmental Center, 10 Civic Center Plaza, Mankato.

Coordinates the activities of the inspections and building functions by performing a variety of administrative, technical and supervisory work in planning, organizing, directing and implementing State and local building code regulations and city ordinances. Blazina has a bachelor's degree in urban geography. He is certified as a Minnesota building official and is also certified by the International Code Council.

Provides staffing and operation support to the City's Economic Development Authority, consultation and negotiations with local businesses and prospective developers in the preparation of tax increment financing plans, loan documents, local, state and federal grants, and assists in the marketing, management and acquistion of real estate for economic development and housing programs. McCabe earned a master's degree in urban planning and a bachelor's in urban and regional studies.

Assesses the housing needs, and manages the affordable housing programs offered by the Mankato and Blue Earth County Economic Development Authorities. Housing programs administered include units of public housing, Housing Choice Vouchers, homeownership programs, as well as housing rehabilitation programs.
Patti Ziegler received her master's degree in social work and a bachelor's in sociology. She is certified as a Public Housing Manager, Section 8 Administrator, Family Self-Sufficiency Coordinator and Homebuyer Counselor.
