The active projects for the City Manager
State Bonding Request
The City of Mankato submitted a request for State bonding funds through the Capital Budget Request to be considered in the 2008 Legislative Session. The request is for the purpose of pre-design, design, construction, furnishing and equipping of a Southern Minnesota Women’s Exposition Center and theater/auditorium. The total project cost $22.4 million, to be spread over three bonding cycles (2008, 2010 and 2012).
Arts, Culture and Community Enhancement Committee
Community stakeholders have been appointed to the Arts, Culture and Community Enhancement Committee. This Committee will be determining the feasibility of establishing an “Art and Cultural District.” Art and Cultural Districts are a collection of such organizations/individuals; typically within a downtown area. As found in communities across the nation, the collocation of such activities have had a positive economic impact and assisted with revitalization efforts. The Committee met January–June 2007. The City Council charged the Committee with the following primary objectives:

Determine the feasibility of establishing a Cultural, Art and Community Enhancement District consistent with Mankato’s City Center Renaissance policy.

Determine the programmatic structure of the district and the relationship between the district participants and the City of Mankato.

Determine the economic value/impact and greater public purpose of a District.

City Center Transportation Studies
The City of Mankato retained the services of SRF Consultants to conduct a study and provide recommendations regarding City Center transportation and streetscape improvements.
The Downtown Transportation study area included Riverfront Drive, 2nd Street, Broad and 4th Street. SRF Consultants and the City of Mankato hosted a Community Open House Fall 2006.

Based on Citizen Input at the Downtown Transportation Study Open House, SRF Consultants examined the Lincoln Park area (Van Brunt and Pleasant Streets). On June 6, 2007, a Community Open House was held to solicit input on SRF Consultants’ recommendations.

City Center Renaissance Plan
The City Center Renaissance will build upon our previous planning efforts and reinforce the opportunities that created the historical community in the Valley. There will be a rebirth of the City Center by strengthening the interdependence of residential, industrial, service and commercial sectors through revitalization, reconnection, and reinvestment. The City Center’s strong employment base, civic facilities, historical assets and unique character provide for the foundation from the development of strategies that will foster the goals of a Renaissance.
A strong City Center is a mirror of the overall health of the community. The City Center is the heartwood of Greater Mankato and reflects the community’s civic, cultural, and economic vitality and identity. Public and private investment will create and support critical levels of momentum that will strengthen the City Center’s role as the community’s central hub. The hub is essential to provide the functional and organic community linkages between outlying neighborhoods and nodes through a common central station of service and support for a sustainable community.

Railroad Corridor Mitigation
A presentation was given on March 29, 2007, regarding the history and future of railroads for Mankato. The presentation was prepared and presented by Pat Hentges, Mankato City Manager. There were other panelists that presented information at the Community Forum.
The presentation is a precursor to the City’s efforts to develop safety, noise abatement and traffic improvements to the Union Pacific railroad corridor through Mankato. In 1999 the City of Mankato developed a railroad corridor mitigation plan in response to the DM&E Railroad plan to seek approval to upgrade the Union Pacific corridor for purposes of hauling coal from the Powder River Basin. With the funding of the DM&E plan in question, the City of Mankato has prepared a request for Federal funding for mitigation of the railroad corridor.
