Washington Park Pattern Book

The City of Mankato, as part of the City Center Renaissance Plan, has identified the need for design unity and guidelines to promote restoration and preservation within Mankato's neighborhoods.  In 2006, the City of Mankato contacted Minnesota State University, Mankato to collaborate on a pattern book to illustrate design elements in the Washington Park District.

Heritage Preservation Study

As directed, the Planning Staff has completed a review of historic preservation ordinances and the establishment of a historic preservation commission (HPC).  Attached is the report, including timeline for establishment, sample ordinance, and staffing information. 

Michael Koop of the State Historic Preservation Office will be attending the 6 p.m., Monday, April 7, City Council work session to outline the process and answer questions.   He is responsible for state oversight of local historic preservation commissions. 

Greater East Mankato Alternative Urban Areawide Review

The City of Mankato is proposing the Greater East Mankato Infill Service District, which is located south of U.S. Hwy 14 and east of TH 22 in Sections 10, 11, 14, 15, 21, 22 and 23, in Mankato Township (T108N, R26W), Blue Earth County, Minnesota. Since this area has experienced continued development pressure, this study has been prepared in order to proactively address potential environmental issues. This project includes the planning for the conversion of approximately 2,100 acres of predominantly agricultural land and open space to a mix of residential, commercial, and public land use, open space and public infrastructure utilizing sustainable design practices over the next 25 to 50 years or more. Three land use scenarios are being prepared for this project which will require the extension of public infrastructure including water, sanitary sewer, roads, stormwater system treatment and associated utilities.

The Sibley Parkway Redevelopment Plan

The Sibley Parkway Redevelopment Plan and Redevelopment Plan Design Guidelines were created to guide the redevelopment of the Sibley Parkway Neighborhood in lower west Mankato. The plans were also used as part of a Redevelopment Grant Application requesting funds to assist in the costs to install public infrastructure on the Northstar Concrete site.

In December 2005, the City of Mankato submitted a grant application to the State of Minnesota Department of Employment and Economic Development for a Greater Minnesota Redevelopment Grant. The grant application requested $1 million in grant funds for the redevelopment of the Hanson Concrete Site in the Sibley Park Neighborhood.  The City was awarded $900,000 for construction of the Parkway Road through the redevelopment area.

This report presents options and design element recommendations for the redevelopment and revitalization of the area utilizing the preliminary concepts of the Sibley Parkway Redevelopment Project Redevelopment Plan Design Guidelines (Redevelopment Plan). It advances the preliminary concepts of the Redevelopment Plan by selecting a street alignment for Sibley Parkway and examining the feasibility of providing municipal utilities. It also investigates potential environmental issues and considerations, identifies issues requiring coordination with other government and regulatory entities, and presents preliminary cost estimates for the public infrastructure portion of the project.

Airport Zoning District

This is the Airport Zoning Ordinance for the Mankato Regional Airport. The ordinance is being amended to reflect the extension of a runway and to bring the ordinance into compliance with current standards.

Neighborhood Best Practices is a joint effort between the cities of Fargo, Mankato, Moorehead and St. Cloud in examining strategies for dealing with rental housing issues in college communities.

Residential Development Guide

The Residential Development Guide has been prepared for the use of residential developers, home builders and realtors to provide a comprehensive listing of the platted and approved residential development sites available in Mankato. This guide is intended as a starting point for anyone beginning the home building or residential development process. As with any growing community, the availability of lots and parcels is subject to change. This document provides an overview of approved subdivisions. Each overview provides a summary of the subdivision or planning area, size or number of lots available, along with current zoning and other pertinent information.
